Garrison Manager
VISTA Technology Services, Inc. (VISTA) is currently seeking Garrison Manager to work at Andrews Air Force Base, MD. The Garrison Manager will be responsible for the collection, generation, management and dissemination of all garrison geospatial data.  The Garrison Manager will provide input to the ANG GIO in the form of garrison geospatial data management guidance and policy to assist with the establishment of the ANG GeoBase enterprise solution.  The Garrison Manager will have the responsibility to ensure that all ANG GIO garrison geospatial data will be available and/or distributable to individuals who have a need and deliver tasks and work products that are in accordance with the ANG GeoBase Program vision, mission, objectives, and goals.

General Duties to include:

• Promote the benefits of the ANG GeoBase program.

• Responsible for completing owned tasks by the task due dates, track LOE, reporting progress on a weekly basis, and modifying due dates/milestone dates, as necessary.

• Provide QA/QC peer review, as needed.

• Develop and maintain effective working relationships with program stakeholders.

• Support ANG GeoBase briefings.

• Present formal publications, communications, plans, deliverables, and other work products to Leadership.

• Represent the ANG GeoBase program at various meetings, working groups, technical sessions

• Provide support to help develop and sustain the GeoBase program.

• In coordination with the Training Sub-committee, develop, update, and maintain the training curriculum, syllabus, and other training materials.

• Promote the principles of GeoBase and provide guidance and consulting support to regional ANG bases in the collection, storage, delivery, and integration of geospatial data.

• Actively participate in and provide lessons learned to the Technology, Data, Communication, and Training Sub-Committees.

• Support HQ ANG in promotion efforts for the GeoBase program by attending conferences, user groups, or other applicable functions

• Develop, test and maintain ANG Enterprise Architecture to allow for the storage and distribution of the GeoBase service

• Identify, contact, establish, and maintain good working relationships with key resources within external DoD agencies.

• Work with all members of the ANG GIO team to identify improvements and enhancements to business processes.

• Provide hands-on support when the need arises within the ANGRC CAT.

• Maintain and continually improve technical skills to a subject matter expert level.

• Act as technical support for architectural/system issues

• Manage and track the distribution of enterprise equipment.

• Document and manage the ANG’s investment in ArcGIS software/licenses.

• POC between ESRI and ANG for garrison ArcGIS software.

Required qualifications:

• Bachelors Degree from an accredited university
• Eight years’ experience in GIS, GPS planning, analysis, database development, design and data management experience.
• Background in GIS development and a minimum of 3-5 years in the workplace using ESRI ArcGIS Desktop suite
• Ability to communicate with senior staff both orally and in writing
• Ability to work independently
