FMS Naval Technical Analyst

VISTA Technology Services, Inc. (VISTA) is currently seeking a FMS Naval Technical Analyst ​(​​​​​​Program Analyst) to work in Washington DC. The successful candidate will be part of a highly professional, results-oriented company and will coordinate and recommend foreign disclosure and release of technical combat systems data and information for FMS new ship construction project.

Responsibilities: 

• Deliver Technical Support services to a NAVSEA new build ship program office in the execution of Foreign Military Sales (FMS) program and project analysis with the release and disclosure of combat systems and other project information to the FMS purchaser country.

Basic Qualifications:

• 3+ years of experience in international naval programs, Foreign Military Sales (FMS) and program requirements, defense technical security assistance, foreign disclosure and technology transfer
• Experience with FMS policy and procedures, including the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), export compliance issues, and Federal Acquisition Manual (FAR)
• Formal education and/or training in DoD foreign disclosure and release of technical information policies, directives, programs and processes
• Active Secret clearance
• BA or BS degree
   

Additional Qualifications:

• NAVSEA experience supporting Program Offices with technical evaluation and release or disclosure of information to foreign partners or customers
• Experience with US naval weapon systems, missile systems, and shipboard systems
•  Experience with FMS case management practices and related regulatory provisions
