The Joint Mission Planning System-Maritime (JMPS-M) Senior Program Analyst or Technical Subject Matter Expert (T-SME) will use operational mission planning and software analysis technical expertise for JMPS-M new product development and product sustainment. This person will serve as an intermediary between PMA-265 System Configuration Set (SCS) IPT members and the JMPS-M operational users to cover F-18 and EA-18G Aircraft Mission Planning Environment (MPE) support, software development feedback, engineering efforts, and acquisition life cycle milestones and events.
The selected applicant may:
Assist with drafting/maintaining acquisition documents
Assist with reviewing and updating Security Documentation
Draft and assist with managing PPC process and checklists
Draft contract documentation
Assist with managing contract execution and product fielding
Assist with managing and procuring JMPS training products
Track F18/EA18G hardware requirements and assist with management and delivery of hardware procurements.
Assist with requesting/collecting/maintaining/managing ROMs/Estimates/Potential Requirements/Business Case Analyses
Assist with Cross-Coordination with Spend Plans/BFMs, Multiple PMAs, Field Activities, Contracting Agencies, and other Executing Parties
Draft POM Issue Sheets
Draft budget language revisions consistent with plan revisions
Collect fund requests data and process/track fund requests with IPTLs/BFMs
Assist with planning & coordination of MPE and SCS schedules
Attend and coordinate product, milestone and team meetings
Track overall MPE logistics status (management process changes, cross-platform plans, ship installs, etc) and assess/report/assist with managing F18/EA18G impacts
Assist with drafting and tracking JMPS requirement statements through planning, estimating, risk assessment, and approval processes
Assist with managing JMPS sustainment rqts through the NARG/PRE process.
Assist with risk management; draft and report on risks in BORIS and at risk management boards
Assist with managing product improvements planning and execution.
Assisting with coordinating MPE & SCS T&E efforts
Collect cross-component documentation – programmatic/training/certs/logistics documents to facilitate fielding.
Assist with obtaining Fleet feedback and requirements collection/disposition
Draft and present various org charts, spreadsheets, presentations, white papers and other reports (various audiences through Flag-level)
Assist with resolving issues related to FMS JMPS issues/concerns.
Education: A Master's Degree and ten (10) years of program analyst and/or management related experience is required.
Allowable substitutions:
In lieu of a Master's Degree a Bachelor's Degree and a total of thirteen (13) years of related experience is required.
In lieu of a Bachelor's Degree a total of eighteen (18) years of related experience is required.
Experience/Education is a contract requirement.
Experience/Knowledge, Skills and Abilities: The selected applicant must have Operational JMPS-M and mission planning experience. The selected applicant must have software analysis experience, be knowledgeable with Microsoft Office applications, and have the ability to resolve conflicts between software applications. Proficiency in technical writing and excellent communication skills are required. The JMPS Senior Program Analyst should have experience with planning F/A-18 and EA-18G missions using JMPS, and general knowledge of NAVAIR program management.

An understanding of software development processes, developmental testing processes, and operational testing
An understanding of various JMPS components and framework roles and responsibilities across PMAs
An understanding of PRE software sustainment processes
An understanding of eNARG and NARG roles
A general understanding of FMS case processes, foreign disclosure policies, and FMS appropriation use.
An understanding of DoD POM processes and experience preparing POM Issue sheets
An understanding of acquisition documentation
An understanding of requirement planning, documentation, and tracking
An understanding of appropriation use, specifically for product improvements (FMR Chp3 075372 Tactical/Strategic Information Technology)
Experience with contract document preparation and contract PPC management
Experience with risk management and preparation of risk cubes/mitigation plans
An understanding of engineering, logistic, and T&E roles
Experience drafting reports, presentations, spreadsheets for various audiences (incl Flag-level)
