VISTA Technology Services, Inc. (VISTA) is seeking an Acquisition Contracts Portfolio Lead to support a NAVSEA Program Office. This is a hybrid position reporting onsite 3 days/week in Arlington, VA.
The Acquisition Contract Portfolio Lead will provide senior acquisition, contracting, and portfolio management support to the government customer within NAVSEA's Portfolio Acquisition Executive for Robotics and Autonomous Systems (PAE RAS). They will serve as a trusted advisor to government leadership, providing acquisition strategy support, contract portfolio oversight, program execution analysis, and executive decision support for robotics, autonomous systems, artificial intelligence, and advanced technology initiatives.
Responsibilities:
- Provide acquisition and contract portfolio management support across research and development, prototyping, production, and sustainment efforts
- Monitor portfolio performance, acquisition milestones, funding execution, procurement actions, contract status, and program risks
- Develop and maintain acquisition roadmaps, procurement forecasts, dashboards, reports, and executive-level briefing materials
- Analyze acquisition, contracting, financial, and schedule data to identify risks, trends, opportunities, and recommendations for government leadership
- Support acquisition planning activities, including market research, acquisition strategies, procurement package development, statements of work, performance work statements, and independent government cost estimates
- Review acquisition and procurement documentation for completeness, consistency, and readiness
- Track contract actions through planning, award, administration, modification, and closeout activities
- Support source selections, contract negotiations, contract administration, option exercises, and follow-on acquisition planning efforts
- Facilitate coordination among program offices, contracting personnel, technical teams, financial managers, legal counsel, and operational stakeholders
- Develop risk assessments and recommend mitigation strategies related to acquisition, contracting, funding, schedule, and performance execution
- Support acquisition reviews, compliance assessments, process improvement initiatives, and implementation of acquisition management best practices
- Prepare executive correspondence, decision papers, white papers, issue papers, and other decision-support products as required
Basic Qualifications:
- Bachelor's degree in Business, Acquisition Management, Contracts Management, Finance, Engineering, Program Management, or related discipline
- 10+ years of experience supporting federal acquisitions, government contracting, acquisition program management, or procurement operations
- 5+ years supporting Department of Defense acquisition programs
- Demonstrated experience supporting multiple contracts, task orders, programs, or portfolios simultaneously
- Strong knowledge of FAR, DFARS, DoD acquisition policies and procedures, contract lifecycle management, acquisition planning, procurement processes, and budget execution
- Experience with Other Transaction Authorities (OTA), Commercial Solutions Openings (CSO), and rapid acquisition methodologies
- Experience supporting government acquisition organizations and contracting activities
- Strong analytical, communication, and executive briefing skills
- Advanced proficiency with Microsoft Office 365 Suite (Word, Excel, PowerPoint, Teams, SharePoint)
- Active DoD Secret Clearance.
Desired Qualifications:
- Master's degree in Business Administration, Acquisition Management, Engineering Management, or related discipline
- Experience supporting expeditionary warfare, amphibious warfare, naval operational systems, or Marine Corps capability development efforts, including familiarity with NECC, MCSC, EABO, DMO, Expeditionary Fast Transport programs, and related expeditionary warfare concepts
- Experience supporting robotics, autonomous systems, unmanned systems, artificial intelligence, software acquisition, or advanced technology programs
- Previous experience as a Contracting Officer (CO), Procurement Contracting Officer (PCO), Administrative Contracting Officer (ACO), Contract Specialist, Contracting Officer's Representative (COR), Alternate COR (ACOR), or equivalent acquisition professional
- Experience supporting source selections, contract negotiations, contract administration, and contractor performance management
- DAWIA, FAC-C, PMP, NCMA CPCM, or related professional certification
- Experience using Power BI or similar business intelligence and data analytics platforms
Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $135,000.00 to $160,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
