VISTA Technology Services, Inc. (VISTA) is currently seeking a Senior Waterfront Production Analyst to support U.S. Navy Shipbuilding Program in Pascagoula, MS. This position is contingent upon contract award.

Responsibilities:

• Provide facility benchmarking that incorporates techniques for identifying production facility deficiencies, technical and business solutions, and implementation road maps.
• Perform production risk assessments that identify product transition pitfalls and solutions from detail design to production to post delivery.
• Conduct risk and cycle time assessments associated with the transition from R&D to full-scale production.
• Support the development of Program Phasing Plans, including: Detail Design to Production; Production through Ship Module Integration, Compartment Testing, and Launch; Launch to Shipboard Equipment Light Off; Equipment Light Off through Sea Trials and Delivery; Ship Delivery through Sailaway, Post Delivery through the OWLD of the ship.
• Provide project management support through Integrated Master Schedule preparation and ship construction engineering and production analyses.
• Provide ship construction contract support including drafting contract changes, contract clauses, incentive fee structures, and prepare new procurement approval documentation
• Draft program cost status, schedule, performance and Milestone senior leadership briefs and Congressional staffer briefs

Qualifications:

• High School Diploma required; Bachelor’s Degree Preferred
• 15+ years of experience working with U.S. Navy shipbuilding programs and providing acquisition and life cycle management support
• Experience supporting procurement and preliminary contract design including drafting, analyzing, and evaluating acquisition documentation: Operational Requirements Document (ORD) Capability Development Document (CDD), Capability Production Document (CPD), Component Cost Analysis, Life Cycle Cost Estimate, Risk Assessment
• Review and evaluate Rough Order Magnitude (ROM) studies, and concept and feasibility studies
• Experience supporting System Engineering POA&M and managing and tracking system engineering risks
• Experience supporting SCN contract changes, and reviewing CDRLs, Cost Performance Reports (CPR), and EVM data
• Experience developing and reviewing Program Phasing Plans
• Experience monitoring risk data and metrics, performing Program Risk assessments and analyses and providing risk mitigation recommendations
• Active DoD Secret Clearance required
