VISTA Technology Services, Inc. (VISTA) is currently seeking a Program Manager to support our U.S. Department of State (DoS) customer. This is an overseas position working onsite in Baghdad, Iraq.

Position is contingent upon task order award.

Responsibilities:

The Program Manager will serve the Vehicle Management Support Services (VMSS) task order in support of the DoS and will manage the operation of the task order as the focal point for task order functions and personnel.  The PM will ensure that the quality of work meets or exceeds customer standards, and the services are provided in a timely manner.  The PM will effectively communicate relevant project information to the Contracting Officer Representative (COR).

The Program Manager shall have the authority to commit the Contractor’s financial resources, and act as the single point of contact with the USG on site, as required to meet the overall requirements of the VMSS task order.  The duties and responsibilities listed are representative of the nature and level of work assigned and are not necessarily all inclusive:

• Responsible for maintaining a safe workplace and ensuring safety is the highest priority in the workplace
• Ensures compliance with all Environmental & Safety and Quality Assurance requirements and goals
• Responsible for managing, monitoring, and tracking VMSS services
• Acts as the Contractor’s representative ensuring that all task order requirements are met
• Has primary responsibility for allocating and managing staff resources according to changing needs
• Identify problem areas and respond to mission requirements
• Plan and manage service schedules, quality assurance, and safety programs
• Control resources; monitor staff proficiency and qualifications; monitor the locations and activities of assets; and coordinate the flow of information to and from VMSS staff and USG representatives

Basic Qualifications:

• 10+ years of project/program management and/or vehicle and fleet maintenance management support services experience with a minimum of 5 years’ experience providing such services to large facilities or operations
• Bachelor’s degree or equivalent experience with business management, contracts, or related field
• Active Certified Automotive Fleet Manager (CAFM) certification
• Fluent in reading, writing, and speaking English
• U.S. Citizenship Required
• Valid U.S. driver’s license from home state of record
• Active DoD Secret Clearance required and ability to obtain a Moderate Risk Public Trust (MRPT) issued by the Bureau of Diplomatic Security (DS/SI/PSS) prior to contract performance

Desired Qualifications:

• Relevant overseas vehicle maintenance experience
• Previous international experience and previous work experience in harsh environmental conditions
