Program/Project Manager

VISTA Technology Services, Inc. (VISTA) is currently seeking a Program/Project Manager to support engineering and technical services for Hull, Mechanical, and Electrical (HM&E). A hybrid work environment with some required on-site support is authorized. The Program/Project Manager will serve as a leader responsible for the overall execution, coordination, and performance of task order activities, ensuring delivery of engineering, design, and test support services in accordance with contract requirements. This role functions as the primary interface between Government stakeholders and contractor personnel, providing leadership, oversight, and accountability across all program activities.

Responsibilities

Provide program leadership and execution management for LBES/LBTS efforts, including:

  • Lead and manage all technical and programmatic aspects of task execution, ensuring alignment with contract requirements, performance objectives, and Government priorities
  • Serve as the primary point of contact (POC) for Government representatives, including:
    • Contracting Officer’s Representative (COR)
    • Program Office stakeholders
    • Technical leads and engineering teams
  • Plan, direct, and coordinate multi-disciplinary engineering teams, including mechanical, electrical, structural, and configuration management personnel, to ensure integrated execution of design, installation, and test activities
  • Develop and maintain program management artifacts, including:
    • Integrated Master Schedules (IMS)
    • Work Breakdown Structures (WBS)
    • Staffing plans and resource allocation strategies
  • Monitor and control program performance, including:
    • Cost, schedule, and technical performance metrics
    • Tracking and reporting of program status, risks, and issues
    • Ensuring compliance with contract deliverables and milestones
  • Lead and support program reviews and milestone events, including:
    • Preliminary and Critical Design Reviews (PDR/CDR)
    • Integrated Test Readiness Reviews (ITRR)
    • Program status reviews and technical briefings
  • Identify, manage, and mitigate program risks, ensuring timely resolution of issues impacting performance, schedule, or cost
  • Coordinate with Government and contractor teams to ensure:
    • Alignment between design, engineering, and field execution
    • Effective communication and resolution of technical and programmatic challenges
  • Provide oversight of deliverables, ensuring accuracy, completeness, and compliance with contractual and technical requirements.

Basic Qualifications

Program/Project Manager

  • Bachelor’s degree in any engineering discipline from an accredited college or university
  • Minimum ten (10) years of professional experience in program or project management supporting engineering, technical, or DoD programs. Five (5) years of experience in test site specific design program/project management.
  • Demonstrated experience managing:
    • Multi-disciplinary engineering teams
    • Engineering design, integration, and test activities
  • Experience supporting programs involving test and evaluation, system integration, or technical program execution

Required Skills

  • Proven ability to lead and manage complex technical programs involving multiple stakeholders and engineering disciplines
  • Strong knowledge of program management principles, including:
    • Cost, schedule, and performance management
    • Risk and issue identification and mitigation
  • Experience developing and maintaining:
    • Program schedules and task tracking tools
    • Technical reports, briefings, and program documentation
  • Familiarity with:
    • Engineering lifecycle processes and design review milestones
    • Government contract execution environments
  • Strong communication and leadership skills, including:
    • Coordination with Government stakeholders
    • Technical presentations and briefings
