Acquisition Analyst
VISTA Technology Services, Inc. (VISTA) is currently seeking an Acquisition Analyst to support NAVSEA PEO Front Office customer located in Washington, DC. This is a hybrid position reporting 3 days/week. The ideal candidate will be self-motivated, results-oriented and have experience supporting pre-award and post award ACAT I acquisition life cycle stages in tracking, analyzing, and coordinating acquisition requirements and documentation packages.
This position will support PEO Front Office acquisition team to develop acquisition strategies and plans for ACAT I, ACAT II, and non-ACAT/component of ship acquisition programs. Familiarity with Adaptive Acquisition Framework (AAF) Pathways, e.g., Major Capability Acquisition (MCA) Pathway to tailor strategies to deliver best solutions in compliance with DoD 5000 series policies.
Responsibilities:
- Assist program office with determine appropriate acquisition approaches based on AAF and execute requirements in compliance with DoD 5000 series policies and instructions.
- Research, analyze, assess, and coordinate acquisition program documentation including capabilities development and documentation, acquisition strategy (AS), acquisition program baseline, and acquisition decision memorandum.
- Build relationships with program acquisition team and external stakeholders to facilitate decisions and effectiveness.
- Track action items and comments to acquisition documentation to closure.
- Track program issues and risks to ensure they are addressed.
- Assist with status updates and briefs for program leadership and external stakeholders.
- Manage and prioritize multiple tasks and work independently as well as with a team in a fast-paced environment.
- Assess issues and develop resolutions to meet project/program goals and objectives.
Qualifications:
- Active DoD Secret clearance required.
- Bachelor's degree required.
- 8+ years of DoD acquisition or contracts experience required.
- Experience with DoD Acquisition Category (ACAT) IC, ACAT II, and non-ACAT/component of ship acquisition programs.
- Experience drafting acquisition documentation including Acquisition Strategy (AS), Acquisition Plans (AP), SOWs, Justification Agreement (JA) required.
- Experience with acquisition milestone and acquisition planning documentation development and compliance review, program execution monitoring and reporting, and performance and/or financial statement audits helpful.
- Knowledge of DoD Acquisition including contracting, budgeting, engineering, and testing
- Knowledge of applicable Program Reporting requirements, including Defense Acquisition Executive Summary (DAES), Selected Acquisition Report (SAR), DoN Gate Review, etc.
- Knowledge of applicable statutory and regulatory milestone and decision point information requirements e.g. DoD Instruction 5000.85, Major Capability Acquisition (MCA), Department of Navy (DoN) SECNAV Instruction 5000.2G, Department of the Navy Implementation of the Defense Acquisition System and the Adaptative Acquisition Framework helpful
- Detail-oriented and able to assess issues and develop resolutions to meet project/program goals and objectives required
- Strong organization and time management skills to effectively manage multiple tasks required.
- Proficient using MS Office (Word, Excel, PowerPoint, etc) to draft memos and briefing and status and action tracking required. Power BI desirable
- Proven ability to work tasks independently as well as with a team required.
- Strong technical writing skills is a plus.
