Description

VISTA Technology Services, Inc. (VISTA) is currently seeking two Mine Warfare Program Analysts to support our customer in Washington, DC. This is a hybrid position reporting onsite at the Washington Navy Yard 2-3 days per week.

Responsibilities

The Program Analysts will assist with Mine Warfare Programs and all aspects of the Navy’s contracting life cycle, leveraging resources to review, draft, analyze, and revise acquisition and program documentation.   They will provide support with pre-award purchase packages, to include Acquisition Plans and Strategies, Statements of Work (SOW), Performance Work Statements, Justification and Approvals, Determination and Findings, and Contract Data Requirement Lists (CDRLs), and will also provide post-award program support.  The Program Analysts will apply their acquisition expertise with all statutory, regulatory, and policy updates, critical to the program’s success.  They will also develop and maintain relationships with external stakeholders, obtaining concurrence, and develop, prepare, and deliver briefs to senior government personnel.

The ideal candidates have experience supporting a DoD, Navy Systems Command Program Office (to include NAVWAR, NAVSEA, or NAVAIR) and an active secret clearance.

Qualifications:

  • Five years of experience with program or project management supporting a DoD Acquisition Organization
  • Experience helping to manage cost, schedule, and performance of a program under the Defense Acquisition System, including strategic planning, integrated master scheduling, event planning, Total Ownerships Cost, Congressional Affairs, FMS, contract development and execution, and/or risk management
  • Proficient with Microsoft Office Suite, including Word, Excel, and PowerPoint
  • Strong writing, editing, and presentation skills, including with preparing and delivering briefings and reports to senior government executives
  • Active DoD Secret Clearance
  • Bachelor’s Degree required; Master’s Degree preferred

Desired Qualifications:

  • Experience supporting a Navy Systems Command Program Office, including NAVWAR, NAVSEA, or NAVAIR
  • Experience with DoD or Navy contracting procedures and regulations
  • Aptitude with MS Excel, including pivot tables
  • Project Management Professional (PMP) or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level III certification
