VISTA Technology Services, Inc. (VISTA) is currently seeking a Military Construction Analyst in Huntsville, AL. The successful candidate will be part of a highly professional, results-oriented company and will provide onsite facility and installation support services to Headquarters, Army Materiel Command (AMC) and its subordinate commands and installations.

Responsibilities:

• Assist HQ AMC with Military Construction (MILCON) programming strategy and oversight based on Congressional, Department of War, and Army programming guidance and directives.
• Attend Army-level programming meetings with AMC government staff to provide subject matter expertise and technical analysis.
• Use Army facility planning systems to validate project requirements, cost estimates and justifications.
• Provide technical review of DD 1391 project requests to validate scope, cost estimates, and justifications meet statutory and regulatory requirements and align with Army and command modernization strategies.
• Assist installations with the preparation of DD Form 1391 project request documents and coordinate with AMC MSCs and installations to resolve technical comments, documentation deficiencies, and inaccurate data.

Basic Qualifications:

• BA/BS degree, preferably in an engineering discipline.   Able to travel up to 1 week/month.
• Excellent verbal and written communication skills.
• Proficiency in facility planning, investment analysis, the Planning, Programming, and Budget Execution process, and subject matter expertise in Military Construction and Restoration and Modernization project planning and programming. 
• Use of Army facility planning systems and criteria to develop facility requirements and project justification.
• Experience with Microsoft Office software (Word, Excel, PowerPoint, SharePoint, Teams) in a business office environment.

Desired Qualifications:

• Experience working at an Army general officer level headquarters.
