Description

VISTA Technology Services, Inc. (VISTA) is currently seeking an Acquisition Contracts Analyst to support our NAVSEA customer. This is a hybrid position reporting onsite 3 days a week in Washington, DC.

Responsibilities:

The Acquisition Contracts Analyst will work with the acquisition and contracts team to support a NAVSEA unmanned systems program. They will be responsible for developing and maintaining acquisition documentation and providing pre-award and post award contract management and execution support. Responsibilities will include but will not be limited to:

  • Drafting, reviewing and updating program acquisition and contract documentation including Justification and Approvals (J&As), Request for Proposal (RFP) packages, Statements of Work (SOW), Technical Instructions (TIs), Technical Advisory Reports (TARs), Purchase Requisitions (PRs), Contract Data Requirement Lists (CDRLs), DoD Contract Security Classification Specification, and contract modifications
  • Assisting with management and oversight of contract actions and milestones, Government Furnished Property (GFP), Equipment (GFE), and Materials (GFM) deliverables, CDRLs, TIs, and DD 254s
  • Preparing acquisition and contract packages for approval
  • Working with cross functional teams and work centers to collect inputs for SOWs and CDRLs
  • Assisting with internal and external data calls for contract status and request for information
  • Analyzing contracting and financial data and metrics
  • Monitoring contract financial allocations, obligations, and expenditures and provide status updates
  • Developing senior-level acquisition and contract dashboards and briefings
  • Processing a wide variety of tasks to completion, identifying and correcting data errors, and providing recommended solutions
  • Maintaining action trackers to ensure tasks are completed correctly, comprehensively, and on schedule
  • Tracking performance, cost, and schedule impacts, coordinating across multiple programs and organizations
  • Reading contracts and writing contract modifications (MODs)
  • Reviewing invoices

Basic Qualifications:

  • Bachelor’s degree
  • 5+ years of Navy (NAVSEA, NAVAIR, NAVWAR or similar) acquisition contracts experience supporting a program management office (PMO) or program executive office (PEO)
  • Experience drafting acquisition and contract documentation packages
  • Experience working directly with a Contracting Officer's Representative (COR)
  • Experience using the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations System (DFARS)
  • Experience using contract writing systems including Acquisition Management System (AMS)
  • Familiar with Other Transaction Agreements (OTAs)
  • Ability to develop, document, and implement new processes and brief leadership
  • Excellent verbal and written communication skills and organizational skills
  • Demonstrated ability to take initiative, manage competing priorities, and operate effectively with minimal supervision
  • Critical thinker with strong analytical, research, organizational, and problem-solving skills and excellent attention to detail
  • Proficiency with Microsoft Office 365 Suite (Word, Excel, PowerPoint, Teams) and SharePoint
  • Active DoD Secret clearance

Desired Qualifications:

  • Experience with the Defense Acquisition System (DAS) process and Adaptive Acquisition Framework (AAF) Pathways
  • Familiarity with Contractor Performance Assessment Reporting System (CPARS)
  • Experience working with various Navy Waterfront entities, including shipyards, installation teams, and regional maintenance facilities


Salary at VISTA is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95,000.00 to $130,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of VISTA's total compensation package for employees.
